Is MAR cache retained after upgrade of Patch on ISE

I have a customer with the following query : Is MAR cache retained after upgrade of Patch on ISE since it requires to restart services. From ISE 2.1, MAR cache is stored in local disk when you restart the services manually. Is install of patch considered manual restart of services?

Also, would like to know in what all scenarios MAR cache is not retained.

But what happens if we manually restart the services? Would MAR cache be cleared in that case?

That is the use case to persist the MAR cache in the disk -- the cached entries are usable after restarting the ISE services.
