Do you need the "Network Access:UseCase Equals Guest Flow" for CWA in ISE 1.3?
Configuration example http://www.cisco.com/c/en/us/support/docs/security/identity-services-engine/118742-configure-ise-00.html doesn't seem to mention it. Yet older ISE 1.2 examples do.

It was never a requirement to use that attribute. You can make your rules as simple as possible or more specific/complex if some specific security requirements are required. Also, sometimes you need to make the rules more specific in order to avoid conflicts. However, at the end of the day you can use whatever attributes you like as long as the solution works :)

its not necessarily use this attribute ..if you are looking for CWA then you can use the following as well..its totally up to you on how to setup your policy's
