with ISE 2.1
in case enable email notifications to guests has been disabled (unchecked)
then it's still possible for a sponsor to select mail notification:
If the sponsor (who is not aware of any policy/configuration) tries to send an email he'll receive the following error:
A known issue?
I would like to see this changed as it's confusing for sponsors -

This is a known issue, we are constantly making improvements.
defect CSCvb61109 - Email Box came even after disabled 'enable email notifications to guests' option - gui inconsistency
The guest emails settings will be conflict with
- the setting in sponsor group
- The setting configured in the self registration
