ISE 2.1 License error

I tried to add a license after reinstalling due to a disk full error in ISE version 2.1, but it was not added due to the following error:

failed validation cannot install device administration license when a base license is not installed

What should I do?

Have you already added the base license back? The error is indicating something that has always been the case in 1.x and 2.x, you need at least 100 base licenses installed to add the device admin / tacacs license.
