Hello,
I decided to post this fix after searching online for a solution but could not find one except to rebuild ISE.
*****Issue***
ISE will not accept any configuration commands, or application start/stop commands even after restarting several times, or waiting for several hours.
***Error***
ise01/admin# application start ise
Waiting up to 20 seconds for lock: APP_START to complete
Database is still locked by lock: APP_START. Aborting. Please try it later
% Error: Another ISE DB process (APP_START) is in progress, cannot perform Application Start at this time

At the command prompt, enter "application configure ise"
select "[5]Refresh Database Statistics"
select "[19]Exit"
This would stop the DB process and allow you to input your commands. I hope this helps.

select "[19]Exit"
This would stop the DB process and allow you to input your commands. I hope this helps.

Tried the above mentioned solution on a 2.2 build to no avail. Any other methods besides wipe and reload?

I faced the same Issue. If you work in Lan Environnement, Be sure to have enough of ram memory in Ise (For me 2Gb).
