we want to upgrade to 2.4 and wanted to test this on a non production ISE(unlicensed).

The URT fails at 75% of the "Clone config database" with "Failed (Import onto clones database failed)

You should be working through the TAC to help you troubleshoot and identify potential issues so proper defects can be logged if needed

As the ISE I took for testing the upgrade isn't productive, I upgraded it without the success of the URT.

The upgrade completed successfull without any issue and ISE 2.4 is great on the first glance.

You will face the same problem if you upgrade from 2.1 to 2.4 and from 2.4 to 2.7 ,

is related to the hands-off on the ORACLE db under the hood.

It seems like some internal user ( or some listener )  still doing some sort of query.

The solution is to run an " application stop ise " followed by " application start ise"

this will unlock the database and let you continue with URT .

let me know if is work for you too.

I tried this trick with to 2 different deployment and other 2 upgrade process .

unfortunatly the bug still present after patch 8 of ise 2.4  , and proceed with the upgrade (in my case) without stopping the ise application caused the db corruption ,and eventually  led to an unstable state of the appliance .

But hey , maybe someone got more lucky than me , just sharing my experience.
