ISE 2.4 internal user account - Create/Disable/Delete Email

Is it possible to create an alarm in ISE 2.4 patch 10 to send an email with an internal account is create, disabled, and or deleted?

There is a builtin Alarm for an account that is disabled or locked - you can have ISE send an email - not sure about account creation - I can't see an Alarm for that - below is taken from ISE 2.4 (patch 8)

Does that point to just administrative accounts only or internal user accounts as well?

I have not tested this but I would assume it's for admin users only, and doesn't apply to internal accounts.
