ISE 2.4 P11 - "app start ise safe" did not work

We are running ISE 2.4 P11 and are using PIV to login.  I deregistered one PSN persona from ISE cube to try to Portal to different certificate.  After deregistered, it became standalone node.  I stopped ISE services using "app stop ise" and used "app start ise safe" to avoid any PIV authentication. My intend is to use Username and Password to login.  It was not working.  It kept using PIV to access.  Is it a bug or other procedure I am not aware?  Thanks.

If the issue still present and not already done, please open a TAC case to troubleshoot and request for a hotpatch for

CSCvo82726, which is an existing bug but observed inconsistent behavior.

I did open a TAC case.  It was helpful.  I just clicked on "Cancel" when it asked for the PIN of PIV card.  Username and password would  be asked.  The problem is solved.  Thanks.
