ISE 3.1.0.518 User with Admin rights unable to log into GUI

I have 2 users that have ADMIN rights and they are unable to log into GUI using their credentials.  I need to know how to set them up so that they can log int ISE via the GUI.

The second user has the same rights as myself and they do not have a green check mark under the category ADMIN.  How do I get this taken care of?

are these local admin users ? if its not green means they are not enabled.. can you provide screenshots ? can you explain the steps you have taken and what role you are giving the user ? maybe a screenshot / recording will help.
