ISE 3.1 Switch PAN to Primary

How to Switch ISE PAN to primary? on the old ISE version, there was a button to switch from GUI. I don't see that in ISE 3.1. 

if its CLI only. what is the command please.

Found the solution 

Well, incase anyone still looking, the functionality to promote a node has now moved to the actual node itself.

go to the node that you want to promote (secondary) web gui.

You will see the option listed there now.
