ISE cli admin user

We have deployed ise in Azure. When I create new admin use for ise node using following command. 

username admin password plain xyz role admin

and try to login using new username it enters bash shell

Getting a linux shell is a common symptom when the ISE application install is not completing properly.

Two common causes for the application install failing:

1. Syntax issues in the User Data and/or the admin password does not meet the complexity requirements as stated in the Install Guide.
2. Not waiting at least 30 minutes to login to the CLI. The build process can take 30-45 minutes to complete. If you connect and login to the CLI prior the build completing, it an break the application install process. You should leave the node alone for at least 30 minutes from the start of the build.

What version of ISE you have installed. I had seen similar issue before 3.2 latest patches.
