ISE - DATABASE_CLEANUP to finish...

Hi,
I'm running 3.1 and I was thinking of installing 3.1-CSCwk61938 (OpenSSH Vulnerability).

On primary ISE the installation completed without any problems.
On my secondary ISE I get this:
Warning: Waiting up to 300 seconds for DATABASE_CLEANUP to finish...
Warning: Cannot continue install as DATABASE_CLEANUP is running % Application install or upgrade cancelled.

I have been waiting for over 8 hours but the same problem.
If I try to stop the application I get the same problem:
Another ISE DB process (DATABASE_CLEANUP DATABASE_CLEANUP) is in progress, cannot perform Application Stop at this time

What can I do to fix the problem?

Halt was enough to make it work.

I tried restarting the application first but got the same error.

I don't understand why the error occurred in first place.
