Im getting this error
Authentication failed :
22040 wrong password or invalied shared secret
I am 110% sure that the shared secret is the same, and i have confirmed the password for the user i am testing multiple times.
Below device version :
Cisco IOS Software, C3750 Software (C3750-IPBASEK9-M), Version 12.2(53)SE1, RELEASE SOFTWARE (fc2)
Any ideas? Im going crazy here

Turns out I am an idiot, and i will leave my original post here so that I can learn some humility.
I used a space on the cli after entering the password....
removed space and all is working

In majority of cases, I see this situation with radius TEST account failures where the NAS device is configured to probe ISE/radius server to check its status.
However, in your case, it seems like user authentication failure while login into the device. Please correct in case I'm thinking on a wrong path. You wrote that you've checked the shared secret and password multiple times so let's try to run the debugs and check what it shows:
can you run / attach:
debug aaa authentication
debug aaa authorization
debug radius or tacacs
show run
