ISE GUI menu missing

I am in the processes of upgrading ISE 1.3 with a new deployment of 2.3, and having trouble seeing the full menu in the GUI, it looks the menu tabs are cut off. I can only see Home and Operations tab. I need to get into the existing ISE to check the policies.

This device is the Primary Admin node and tested with IE 11.0 and Firefox 61 both showing same issue.

It's most likely I need an older browser version to access the GUI from, but just wanted to check here if anything else I can try?

Please ensure you are using a supported browser as per ISE 1.3 release notes., specifically following TLS version & Flash player comments.
