A few weeks ago, I applied the license to the ISE nodes.
Today, I found the error message like above.
I thought the loss of the connection to the internet caused this problem.
However, after I made the connectivity to the internet (the ping is reachable from ISE to 8.8.8.8 ), I put the button "Renew Registration". But the above notification still appears.
how could I fix this?

I am so sorry to everyone who replied to this problem.
I configured the ISE to down load license via Proxy.
This time, I did not set up Proxy , and that error messages were popped up.

Does the ISE able to resolve DNS , ISE trying to contact Smart License over the Internet.
Not sure what is the ISE version here, so i provided in General Guide Lines of smart License.

Happened to me a couple of months back; first, try pinging software.cisco.com from the router cli and see what it resolves it as (should be 104.86.128.10). If you can ping it, your connection to Cisco licensing is probably fine (L2/L3)
if you've got your DNS records set properly, make sure ipv6 is disabled on the interface you connect out to the internet on - this was an issue for me before on my 1117-4P e.g.
license smart enable no ipv6 unicast-routing int gig0/0/0 no ipv6 address autoconfig no ipv6 enable no ipv6 nd autoconfig default-route no ipv6 dhcp client request vendor
