ISE Monitor Mode - Disabled

Does anyone know any the endpoint would still match on an authentication policy (monitor mode) even when it is disabled?  

 

I have tried deleting this from Context Visibility but still it wants to match on that.

H a couple of questions:

1. Can you clarify on what is disabled?

2. What does your Authentication and Authorization policies look like?
