Can ISE-PIC be configured on headless Win 2016 domain controllers?

You mean for a Windows server that doesn't have a monitor? ISE-PIC is a stand alone server that doesn't need to run on windows. Then you just choose the integration method: AD Agent, WMI, or Kerberos SPAN.

In this case "headless" means no GUI, all functions setup by a central AD system. So there is not a way to install an agent manually on each server or configure each server individually, it is all managed centrally.

It might be possible with WMI. I recommend trying it in a lab setting to verify.
