ISE / TACACS Connection Issue

I am running an ISE VM in GNS3 and trying to integrate it into my lab network but can't seem to get it to work. Debug is attached. Also, I'm 100% sure the shared secret matches, and I see nothing on the ISE server in the tacacs live logs.

Solved.

This is a prime example why you don't lab for hrs without a break way past the time you normally go to bed.

I stood up multiple ISE server testing a few things and broke them back down again. The one that I used for the lab, I apparently never deployed it for profiling. 

Sorry for wasted post, but maybe it can help some in later down the line.
