ISE TACACS Licensing ordering

I would like to order a tacacs license, but I have this question:

What is the differente between "Device Admin License" and "legacy Device Administration"?, in wich case is valid use legacy?

Is needed a license per ISE node?

I have the license L-ISE-BSE-2500=, I purchased this three years ago, according to the document this is legacy,  but now I want to buy tacacs, so I can order legacy as well?

L-ISE-TACACS= Cisco ISE Device Admin License

or is needed the next?

L-ISE-TACACS-ND= Cisco ISE Device Admin Node License
