Issue with Device Admin Policy Sets Not Loading in ISE 3.0 on VM

Hello team , 

I have set up a virtual machine using the ISE 3.0 OVA image and am currently using the evaluation license. The problem I’m facing is that when I navigate to the "Device Admin Policy Sets" page, it does not load.

Here’s what I’ve done so far:

• I’ve ensured that Device Administration is enabled in the Deployment section.
• When checking the licensing, I can see that the Device Admin license consumption is set to 1, meaning it’s active.
• Other sections of ISE are functioning as expected.
• I’ve even tried re-uploading the OVA image, but the issue persists.

What could be causing this? Could there be a configuration I’m overlooking, or could it be related to a compatibility issue or bug with the OVA image?

Any insights or troubleshooting tips would be greatly appreciated!

ISE 3.0 is so long ago for me, I can't remember if I ever encountered that.  Have you applied the latest ISE 3.0 patch to that node?  I would try that. In eval mode you should have no limitations on TACACS+, and you have performed all the right checks already. 

I also assume that you are the super admin user with Read/Write RBAC for all menus and data ?
