Is there a way to limit the number of guest account sponsor can create in ISE 2.4?

A sponsor can create maximum of 10K guest accounts.

But you can limit the number of guest accounts which can be created simultaneously by a sponsor group.

No there isn’t that functionality built into product . You could roll your own portal using the api and track on external system
