local admin accounts are disabled and can't be deleted

We are running ISE 3.2 patch 3. I've noticed that for some reason since October 1st all our local admin accounts are disabled. So I enabled them again. But I thought, let's clean up the unused accounts. But when I try to delete them I get the message: 

Exception on deleting users -test==>Operation is not permitted.

Even on the user test I created just before to test this issue.

Where do I have to look to solve this issue?

Below case not permitting, if you logged in as test user and try to delete test user not permitted or you renamed admin user with test may be not possible

other option, change the user to non admin user and delete

or this could be bug.

Thank you for your answer. I logged in with my own account which is a super user. The user I try to delete is a helpdesk admin
