MAB Authentication and ISE 2.4 Plus Licencing

I am looking at doing Wired MAB with ISE 2.4. In the past for wireless 802.1x, I have allowed ISE to Profile devices, and then I have set the group to static so that it would not use a Plus license. I am now running into an issue where the wired MAB is using a Plus license.

TAC showed me this information in the documentation.

Plus licenses are supposed to be consumed when profiling-related authorization policies contain: IdentityGroup:Name.

The device that is authenticating is not using profiling to get on the network.

I was wondering if anyone has a run into this problem and can you provide the resolution.
