we have to do a migration from our cisco ISE 1.4 on SNS 3315 to cisco ISE 2.1 on SNS 3515.
Actually I still looking for document about this process but I can't find some. That's why I came here for help.

Backup the 1.4 3315 and restore on the 2.1 3515.
A little more in-depth, follow the procedures in this document to backup the certificate store, too:
Upgrading to Identity Services Engine 2.1 in a Distributed Environment
Also, if you can, backup the 1.4, shut it down and run the setup script on the 2.1 to use the same IP Address and hostname. You can do this a couple different ways, depending on the downtime you can schedule and the number of ISE Nodes.
