Network access restriction in ACS 5.1

Hello,

How do I apply the network access restriction in ACS 5.1? In 4.2 I could do that using NAR and NDG. Any user who has an account in ACS 5.1 internal store today is able to login to any device in network though we are controlling the type of access using authorization profiles. How can I prevent users from logging into devices except which are meant to login.
