Hi Team,
I know that the PSN and PAN periodically validate that each other are available, but how often exactly to the PAN and PSN contact each other? How does this relate to the 300 ms latency requirement for ISE 2.1?

You may download the debug log file named replication.log from ISE admin web UI @ Operations > Troubleshoot > Download Logs. Or, at the ISE admin CLI, issue "show logging application replication.log" and it should show NodeStateMonitor every 30 seconds or so.
The latency plays a bigger role when ISE needs to copy over large number of messages.
