Hi, just to clarify, are there still a concept of ISE PAN and SAN when deploying in public cloud like Azure? I just thought of it because public clouds have this kind of concept of AZs which makes your system fully HA. Thank you

There is no difference in the general ISE architecture and high-availability operations when deployed in the public cloud versus on-prem or private cloud. ISE does not have the ability to leverage cloud-native high availability functions.

ISE in the cloud is a platform-as-a-service, not software-as-a-service.

It's your ISE nodes in someone else's datacenter.

See https://cs.co/ise-cloud for Deploy Cisco Identity Services Engine Natively on Cloud Platforms, the official Cisco ISE on AWS Reference Deployment and ISE on AWS QuickStart Deployment Guide give you the template architecture that you should be able to apply with any cloud provider.
