PAN node learn mac address while it not turn on policy service

ISE 2.4 Patch 5 SNS3595 PAN node, no PSN service enable but context visibility have some mac address learned. 

Please advise is this expected?

Do you have any other nodes in your deployment? There must have been a Service running on a node at some point for this to occur. If not, then this is news to me

hi it run for PAN node only almost 2 year already but the mac endpoint inactive day is 2 day.. that why it is weird to me.

This is expected.

With Context Visibility introduced in ISE 2.1, ISE does some basic profiling even without any PSN.
