Policy on ISE proxy

I need some help w.r.t to ISE acting as proxy. As of now I am able to configure ISE in such a way it can act as proxy but wanted to configure policy in such a way that based on Nas-ip or any parameter proxy should be able to route the traffic to corresponding ISE if a ISE acts as proxy to multiple ISE.
