Privilege 15 straight to router# prompt, Privilege 5 straight to router> prompt HOW?

I want one account (priv 15) to login and go straight to the enable prompt router1# but I want the other account (priv 5) to login and get the router> but still have to enter the level 5 enable secret password to get into the level 5 commands. How can I accomplish this?
