Setup 2 vpngroups,one vpngroup authentication with TACACS+ by crypto map, and how to configure the other vpngroup's authentication with LOCAL?

You can't do this currently, XAuth is configured globally on the PIX, not per group. This feature has been discussed and will probably appear in a later release, but as I said, currently you can't do it.
