Does anyone know the config on standard 3750/3560 IOS switches to have two radius-servers configured but only send to one server if the other fails. The switch is load balancing, but I want the backup to only be used if the primary is listed as dead.

Robert,

Once the switch marks the radius server dead, regardless of loadbalancing the switch should not forward any radius requests to the dead server.

Yeah I know that. My goal is for the switch to only send auth requests to the "backup" radius server if the primary server is marked as dead.
