I feel your pain ... ISE can be a bit daunting at first sight. However, what you're asking is a bit of a tall order, because there are many moving parts to getting ISE to a point where you can configure the business intent (i.e. the Policy Sets). The Policy Set configuration is the brains of the operation and it's usually also the most fun part. But you need to get a working ISE system off the ground first.
I would recommend you watch some videos on www.labminutes.com and just watch how that guy does it. You can watch and learn. If you prefer to read the manual then knock yourself out with all those pages - I personally don't find much value in the documentation simply because of how it has been written. Too many pages and too much fluff about obvious stuff. The why's and gotcha's are often not in the official docs.
And then just download a VM and play around with it - use the video tutorials to build a single node system. If you have a Cisco access point then you can even spin up a virtual WLC controller (AireOS or 9800 series) and then test some stuff.
This forum helps people with more specific questions. Unless you can narrow it down for us (tell us where exactly you're stuck) ?
