Replication not transfering admin accounts to appliance.

I have an ACS 3.2(2) running on a Win2000 server and just got in an ACS appliance. I installed the appliance and then set up the ACS Win2000 server to replicate its configuration to the new appliance. When I web into the appliance I can't get past the login screen using any of the administrator accounts that were configed on the replicating ACS. I have all the components in the SEND column flagged to be replicated.

Any ideas as why?

Are the administrator accounts supposed to replicate over?

ACS only supports database replication to other ACS servers.
