Restrict A User-Easy One

I am using Cisco Secure ACS v3.3 I have everything set up but I have a need to allow one of my admins to only access the router at his site. Now if I add him to the WAN group he will be able to log into all of the routers on the WAN. Is there a way to only give him access to only that specific router without allowing him login access to the rest of the WAN routers?

I agree that if you add this user to an existing group that has access to many routers then how will this user be restricted. What about configuring a new group in ACS, assign this user to the new group, and configure this new group to have access only to this particular router?
