Yes, Active Directory Sites and Services is critical for a successful ISE integration with Active Directory. Also the 3515 is no longer supported with ISE 3.1 or later. Probably a good time to think about replacing the appliance.

beyond what @ahollifield said ... please take a look at Performance and Scalability Guide for Cisco ISE, search for RADIUS Performance, check the AuthC/sec.
