We have a CiscoSecure ACS appliance - Release 3.3(2) Build 2. I know this version has some bugs, so I want to upgrade the server to 3.3.3 or up. I just found patch for Windows, but I couldn't find the one for the appliance. Do I need to buy a new ACS server?

You do not need to buy a new appliance if you are applying the last patches of your version. But if you want to go from a different version other than 3.X then you need to buy the upgrade pack, for example to version 4.x

In addition to what imartino had stated, you will want to review your Smartnet Contracts. If your support contract supports it, you may be able to request an upgrade CD

You may want to consider upgrading to the latest ACS software.
ACS 3.3 has been EOL'd with all support stopping August 28, 2009.
ACS 4.1 has been EOL's with all support stopping in November 21, 2011

ACS 4.2 is not supported on the ACS SE 1111.
ACS SE 1111 has been eol'd
ACS SE 1112 has been eol'd with last day of support being August 10, 2011
