Use upgrade 2.4 to 3.4

Well found in community that 2.4 to 3.x should work with restore.
I am running ISE 2.4.0.347 and want the config be restored in 3.4 and get the message:

What is missing here ?
It looks like its only support 3.1.0.518 as lowest version.

Please advise.

I think what the message is saying is that you would need to be 3.1 before you can restore to 3.4. Based on the upgrade matrix in this link you would need to upgrade your deployment from 2.4 > 3.0 > 3.1 or 3.3, take the backup copy from 3.1 and then restore it to 3.4.
