User changable password utility doesn't work for some username

Hi,

UCP ( User changable password ) doesn't work for username's containing "&" character.Although user can login but can't change the password. From UCP utility point of view , is there any restriction on using special charachers in creating users ?

Sometimes UCP has problems acceptinc the password with special characters.
