Hi,
The management pack you linked is for the UCS itself. You're not monitoring ISE rather the hardware resources in use of the UCS. You could just as well monitor the UCS host on which your hypervisor is installed for virtual ISE.
Node diagnostics for the ISE deployment can be collected via syslog (UDP, TCP, Secure TCP). You can just send whatever diagnostic logging categories you want with your SCOM server as a remote logging target.
Without a management pack it's going to take some work correlating that information into actionable alarms, but the syslog is human readable.
