VM licensing from ISE 2.3 to ISE 2.4

My customer has R-ISE-VM-K9=, and bought it to use with ISE 2.1.  They now want to use ISE 2.4 on their VM - can they use R-ISE-VM-K9= or do they need to buy R-ISE-VMM-K9= to be able to use a VM with 2.4?

Customer will get one VM Medium license for every VM license purchased for the previous version without any cost. However, if the customer requires a VM Large license, they will have to purchase one.
