we have purchased cisco ise base and device administration liceses will these cover anyconnect remote access vpn?

No it will not. If you are wanting to use anyconnect for vpn with integration to ise you will require apex + base (1 and 1) per 1 session. See:

Although not discussed directly. If you’re just doing Anyconnect VPN (with no posture) then only a base license is required to support RADIUS, dot1x, mab and VPN tunnels
