What's different between ise license Base and Plus？

The Base license tier supports both Basic Network Access and TrustSec (SGT) features.

See the Licensing section of the ISE 2.7 Admin Guide (the last version that supports the "Lego" licensing model for Base/Plus/Apex) for more information.

It's worth mentioning that trustsec has now moved to advantage licensing in 3.x+.

So for 2.x, a base license supports sgts, but as soon as a customer moves to 3.0+, the essential license won't cover the feature.
