You must purchase multiple VM licenses
https://communities.cisco.com/docs/DOC-63823
Would recommend becoming familiar with licensing and ordering guides

Thank you for your reply. I already read the ordering guide, it not contain any thing about when we need to purchase multiple ISE-VM-K9. For licence, according to the ordering guide, the same licence can be used for the all distributed deployement.
I don't know If we purchase one ISE-VM-K9 and installing it in multiple instance then apply the licence on the Primary Admin Node it will work or not?
Regards,

You’re mixing license
The virtual machine license is an entitlement. If you have three virtual machines then you have to have three virtual machine licenses. They do not get installed on the administration note. They don’t installed anywhere currently. This may change in the future.
The other licenses such as base, plus, Apex are installed on the administration node. These licenses are deployment level therefore they’re only installed once in the deployment.
