LMS 3.2 (the latest version) can be downloaded from http://www.cisco.com/go/lms/ . That comes with a free 90-day eval which allows you to manage 100 devices. From that you can install Common Services, Portal, CiscoWorks Assistant, and RME alone. The license is not free. LMS is licensed on a 100, 300, 1.5K, 5000, and 10000 device basis. You will need to contact your sales team to get specific pricing details.

RME requires that you install Common Services first. Depending on the release of LMS, you may also need to install the LMS Portal, and the CiscoWorks Assistant. However, beyond that, you do not need to install any other applications.
