Acceptable throughput

How do you define an acceptable throughput? or how to calculate an acceptable throughput? Let's say I have a router with an average throughput of 47 Mbit/s. When 8 users are simultaneously downloading a 700 MB file, the average throughput drops to 6 Mbit/s and decreases as more users are added.
