you can use both ACL and prefix list in routing protocol
but I prefer prefix list since it match both the subnet and subnet mask
you use ACL in forwarding data. prefix list can not use in forwarding data

As MHM points out prefix list is used to control behaviors of routing protocols and has the advantage (as compared to using access list) of being able to specify subnet mask and also specify a range of prefix lengths. ACL can be used to control behavior of routing protocol but can also be used for other purposes, such as identifying traffic to be selected for Policy Based Routing, or to identify traffic to be processed by NAT.
