When I tried to upgrade from asr1002x-universalk9.03.16.06.S.155-3.S6-ext.SPA.bin to asr1000-universalk9.16.09.05.SPA.bin version, I used "boot system bootflash:" command, but when the device reboot it didn't do it. These are the output when the device is power on:

I can't stop this, or enter in the ROMmom mode.

@marce1000 is correct.
1. The IOS file are wrong. The HX is being forced to load an IOS meant for a "plain" ASR 1000.
