Brand new linksys cisco spa2102R admin & firmware issue

Hi all, i bought a brand new linksys spa2102 on ebay. 
Its doesnt seems like it have a vendor lock.

but i cant get admin or user on the top right. 
i want Customization set to: open 

firmware tool doesnt seems to work either.

First, connect the SPA2102 to your computer using an Ethernet cable. Plug one end into the Ethernet port on your SPA2102 and the other end into your computer.

To find the IP address of the SPA2102, pick up a phone connected to the SPA2102 and dial **** (four asterisks), then dial 110#. The IP address will be announced. Open a web browser on your computer and enter this IP address in the address bar to access the device’s web interface.

If you can't see the admin or user options, try accessing the advanced settings by appending /admin/advanced to the IP address. For example, if the IP address is 192.168.1.100, enter http://192.168.1.100/admin/advanced. If prompted for a username and password, try the default credentials: admin for both.

If these steps don't work, you might need to reset the device to factory settings. To do this, press and hold the reset button on the back of the SPA2102 for about 10 seconds until the lights start blinking.

If I go to 192.168.0.1/admin for example, I get 403 forbidden!

It’s strange that the firmware also fails to upgrade.

Customisation: pending it’s not set to Open.

Is there a way to load a config file? Or xml file to enable some hidden
settings.
