I am looking for the best Ciscoworks application for WAN topology monitoring.
Is LMS Campus Manager good enough to provide topology services and monitor the large ISP networks? If not, what is the best tool to monitor ISP networks? And how to provide both layer 2 and layer 3 topology services?
How about Cisco Network Connectivity Monitor? Is it a better choice?

If your network is homegeneous Cisco LAN and WAN gear (switches and routers), CW is likely your best bet. It can scale to monitor several thousand devices (in a multi server installation). If you have a lot of other vendor's equipment and transport gear (e.g., Cisco ONS devices), CW can't help you with that (generally speaking). It does an excellent job integrating L2/L3 views.
CCM would be appropriate if you need to do things like integrate with an OSS (Operational Support System - billing, etc.) or have a northbound CORBA interface to an enterprise management system.
